Powerful Partnerships: Working Together for Members

At Peninsula Light Co., we believe in community-powered energy, and that extends beyond our local lines into how we work with peers across Washington to shape the future of energy in our state. 1 of the ways we strengthen and enhance our mission is by partnering with other cooperatives across Washington through the Washington Rural Electric Cooperative Association (WRECA). 67376

WRECA is a joint association of small rural electric cooperatives and mutual electric companies in Washington state. Its core purpose is to proactively influence the regulatory and legislative environment in ways that benefit consumer-owned utilities and the communities they power. WRECA brings cooperatives together so we can speak with a unified voice on public policy issues that affect everything from electric rates to reliability to member services.

Why does this matter to you? Electric cooperatives like PenLight are locally managed and not-for-profit. That gives us flexibility and autonomy, but we also operate in a larger energy landscape shaped by laws, regulations, and policy decisions made in Olympia and beyond. WRECA advocates for the interests of rural, community-based utilities to be understood and respected as those decisions are made.

PenLight’s leadership is actively involved with WRECA because your cooperative’s success depends on strong advocacy and collaboration. Each year, PenLight staff participate in legislative outreach events, including a Capitol Hill climb where co-op leaders meet directly with elected officials. These conversations help build positive working relationships, educate policymakers about cooperative principles, and ensure that the voices of our members are part of the discussion. This effort isn’t about politics. It’s about making sure decisions affecting electric reliability, affordability, and community well-being consider the unique needs of consumer-owned utilities.

By working with WRECA and other cooperatives, PenLight gains a stronger platform to: 47093

  • Stay informed on proposed laws and regulations that could affect electric costs and service reliability.
  • Provide a coordinated voice to lawmakers who may not be familiar with the cooperative business model.
  • Protect and promote policies that support affordable, reliable energy for our members.

While a strong grid and sound engineering are essential, at PenLight, reliability means more than maintaining lines and upgrading equipment. Dependable service also requires administrative expertise, responsible business and financial management, consistent member communication and education, and more. It takes dedicated teamwork and resources, strong partnerships, and member-focused initiatives to support our community. By investing in all aspects of our cooperative, PenLight works to deliver reliability that goes beyond keeping the lights on and helps ensure our members are informed and supported.
