A unique strength of the electric cooperative model is active engagement in the legislative process. Because cooperatives are member-owned, it is important that proposed laws and regulations are carefully monitored and evaluated for how they could impact the reliability, affordability, and sustainability of the electric service our members depend on. 451523
PenLight staff members dedicate time throughout the year to tracking legislation and policy discussions at both the state and federal levels. This includes reviewing proposed bills, assessing potential operational or financial impacts, and working with statewide cooperative partners to understand how emerging policies may affect utilities and the communities they serve.
The electric utility industry is currently experiencing significant change. Increasing infrastructure needs, evolving environmental policies, supply chain challenges, rising power costs, and growing demand for electricity are placing new pressures on utilities across the country. Navigating these complex issues requires careful monitoring, collaboration, and proactive engagement to ensure that decisions made today support long-term reliability and affordability for cooperative members. 62699
1 way cooperatives stay engaged is through the annual Hill Climb, organized by the Washington Rural Electric Cooperative Association. This event brings cooperative representatives to Olympia to meet directly with lawmakers and share insight about the real-world impacts of legislation on member-owned utilities.
During this year’s Hill Climb, PenLight staff met with Rep. Adison Richards, Rep. Michelle Valdez, and Senator Deb Krishnadasan. These conversations provide an opportunity to explain how policies may affect cooperative members and to offer practical insight that helps elected officials make informed decisions.
Maintaining positive, productive relationships with elected officials is an important part of fulfilling PenLight’s mission. As the utility landscape continues to evolve, our staff takes great pride in staying informed, monitoring emerging issues and working collaboratively to help lessen potential impacts to our members and the cooperative as a whole. By remaining engaged and proactive, PenLight helps ensure the voices and interests of our members are represented as policies shaping the future of energy are developed.
