On April 11, 2024, PenLight’s Board of Directors passed a resolution approving rate adjustments to PenLight water systems, including the Canterwood water system - following a 5-year no-rate increase guarantee. As outlined in the chart below, Canterwood water system customers’ current average monthly bill is almost half of the other PenLight water customers' bills and well below other neighboring utilities’ rates.
PenLight commissioned a third-party consultant to conduct a cost-of-service analysis (COSA) - the final report provides an analysis of current water rates and system costs with recommendations for adjusting basic service charges and water consumption rates as needed to cover the utility’s ongoing operations and maintenance. Furthermore, it reaffirmed our commitment to provide fair and equitable rates across all PenLight Water customers. The base rate increases, and TIER usage increases will take place over a 5-year period until rates reach parity with the rest of PenLight’s water systems – effective October 1, 2024 - after the peak water usage season.
