How PenLight’s Income-Based Assistance Programs Help You

At Peninsula Light Co., we know that energy costs shouldn’t stand in the way of comfort, safety, and community. That’s why we offer a range of assistance programs so members facing financial challenges can stay connected, warm, and secure.

Low-Income Disabled Discount

PenLight offers a 25% discount* for eligible low-income members living with a permanent disability.

Low-Income Senior Discount

PenLight also offers a 25% discount* for eligible low-income senior members.

*These discounts apply to residential services only and the energy portions of the bill. Fees and/or miscellaneous charges are not discounted.

Project HELP

For households facing urgent or rising energy costs, PenLight’s Project HELP program provides an annual electric bill credit of $250 for income-qualified members. Donations from members help support this fund and are matched by PenLight, dollar for dollar.

Project HELP is designed to assist with power bills during high-heating or high-usage periods but is available year-round.

Why These Programs Matter

  • They help ease the burden of energy costs for households that may be vulnerable, whether due to age, disability, rising bills or income constraints.
  • Reducing financial stress means more stability in homes, better access to essential energy–heating, lighting, refrigeration–and a stronger community overall. Because PenLight is a cooperative utility, members have the opportunity to support each other. Programs like Project HELP are bolstered by community donations and contributions.
  • By channeling assistance directly to members in our service area, the support stays local and responsive to community needs.

How to Apply & What to Know

  • Check your eligibility: Income limits apply.
  • Make sure you’re a PenLight member in good standing.
  • Complete the required application forms, available via PenLight’s website or by emailing PenLight.
  • Provide proof of age or disability and household income, and information.

If you can, consider donating even small amounts to the Project HELP fund, so more of your neighbors can benefit. Donations can be made by rounding up your bill or by making a one-time or recurring donation on your monthly bill.

PenLight continues to evaluate and grow its programs to meet the evolving needs of the community, especially as energy usage patterns shift and costs rise. We are also happy to share other community resources like Pierce County’s Human Resources Energy Assistance Program, which is currently available. Learn more on the Energy Assistance page.
