Peninsula Light Company (PenLight) Rate Adjustments Go Into Effect in April
The Bonneville Power Administration (BPA) serves as the primary wholesale power supplier for PenLight. BPA is a nonprofit federal agency that markets wholesale electricity generated mainly from hydroelectric dams in the Northwest.
BPA has recently signaled a significant rate increase in 2025 due to inflationary pressures, maintenance of existing transmission and generation facilities, and increased capital expense for grid hardening among other items. As a result of this increased impact on the cost of power, PenLight will adjust its usage rates and monthly electric base charge, effective April 1, 2025. Historically, PenLight has absorbed most of BPA’s biannual rate increases, only adjusting the base charge when necessary. The last usage rate increase occurred in 2018.
During the November 2024 meeting, PenLight’s Board of Directors approved a 4% increase in member electric rate and added $7 to the monthly electric base charge. On average, members can expect an increase of about $10 to their monthly bills. To lessen the impact, the board unanimously decided to postpone this increase until April 2025, after the winter season energy demand peaks. As shown in the accompanying chart, PenLight’s average monthly electric costs will continue to be one of the lowest in our region when compared to neighboring utilities.
The utility industry is undergoing rapid and significant changes, presenting challenges unlike any we have faced before. Nearby utilities are raising electric rates to adapt, with Puget Sound Energy recently announcing a 17% increase in 2025. Seattle City Light is also projecting a 5.4% increase in rates for 2025, followed by an additional 5% each year until 2030—resulting in a cumulative increase of 30%.
